MUNRO TOWNSHIP BOARD MEETING
July 12, 2005
Munro Township Hall, 7:30 p.m.

PRESENT: Antkoviak, Ginop, Dotski, Tracey, Mandrick

OTHERS PRESENT: Walter Nows, Paul Nows, Frank Spezia, Jackie Burnett, Quinter Burnett, Keith & Patricia Sipperley, Ronald Wheelock, Edward Ginop, Larry Antkoviak and Tim MacArthur.

The regular Township Board meeting was called to order by Supervisor Antkoviak.

MINUTES: A motion was made by Mandrick to accept the June 14, 2005 meeting minutes. Support by Dotski. Motion carried.

CORRESPONDENCE:

BILLS: Tracey made the motion to pay the monthly bills amounting to $7,504.05, supported by Mandrick. Motion carried.

OLD BUSINESS: Mr. Keith Sipperley objected to Thomas and Ann Chastain’s land division split that was approved by the township board on June 14, 2005. Mr. Sipperley stated that the Land Division Ordinance was not met for the following reasons:

Antkoviak, and Mandrick met with Planning/Zoning Administrator Brian Duvalle, Soil Erosion Officer, Hank Jankoviak and Michael Kavanaugh of the Health Department No. 4, they all agreed this would be an illegal split. Duvalle said parcel no. 3 is illegal, it should be combined with parcel no. 1. The lot size does not meet the minimum size of 15,000 sq. feet.

Mr. Sipperley also stated that the dimensions of the parcel is incorrect, the drawings should be to scale showing the official location of the wetland boundary lines, locations of new and existing wells and septic systems for all parcels, and approvals from the District Health Department.

The board agreed there are several issues to look into:

  1. 30’ road easement
  2. Survey
  3. Parcel # 3 is illegal
  4. Sewage access easement
  5. 40’ set back from the lake
  6. Wetland Areas

Attorney, Tim MacArthur said to have the Zoning and Planning review the application. Notice should be sent to the applicants stating the Board’s suspended approval of their application.

Tracey made the motion to rescind and suspend the approval and to convene a hearing at the next regular meeting to be held on Tuesday, August 9, 2005 at 7:30 p.m. to further discuss Chastains’s application. Mandrick supported the motion. All favored saying “Aye”.

The Garden Club of Munro Lake landscaped the fire hall on Levering Road. Ginop will send out a thank you to the Club.

NEW BUSINESS:
Larry Antkoviak appeared before the board about a land division split. It was suggested that he make a scale drawing of the dimensions of the property before submitting his application.

Patricia Sanders submitted and application to split her parcel on Munro Lake Access Drive. Ginop suggested tabling the request until more information is available. Tim MacArthur will look into splitting lots in a subdivision.

PUBLIC COMMENTS: (Gripes, whines and moans) Paul Nows said nothing has been done from the Cheboygan County Road Commission about a cost study on paving Silver Strand Road. Antkoviak said he would go down to the Indian River office and talk to the engineer/manager.

Mandrick made the motion to adjourn the meeting, supported by Tracey. The meeting was adjourned at 9:05 p.m.
